Who is affected
People and organisations in Belarus who spread information aimed at forming 'ideas of the attractiveness' of homosexual relations, gender change or childlessness, or of paedophilia as acceptable.
Who is not affected
The article penalises spreading information, not orientation, relationships or choosing not to have children as such.
What changes
- New KoAP art. 19.16: a fine of up to 20 base units, up to 100 for sole traders, 100-150 for organisations.
- If a minor saw the information: a fine of 20-30 base units, community work or administrative detention.
- The law also adds fines for prohibited token transactions (art. 12.36) and changes many other KoAP articles.
What to do now
- If you are in Belarus, review public profiles and channels for material that could fall under this article.
- Do not post such material where children can see it: the penalty is stricter.
What is not yet clear
The exact in-force date of the main part (18 or 19 June 2026) is not named in the law; we count 'two months after publication'. How the article will be applied to personal posts is not yet visible.
