People and organisations on the foreign agent register and those applying to be added or removed.
Who is not affected
It adds no new penalties and does not change the grounds for the status.
What changes
- After the Justice Ministry refuses removal from the register, a new application can be filed only a year later.
- From 1 September 2026 a foreign agent cannot place social advertising, and it cannot run on their resources.
- From 24 December 2026 banks give the Justice Ministry statements on foreign agents' accounts and transactions within 3 working days when there are 'signs of a violation'.
- If nothing has changed, a report can say so in free form.
What to do now
- If you are a foreign agent, plan an application for removal with a lawyer: after a refusal the next one is possible only a year later.
- Assume the Justice Ministry will be able to see transactions on your Russian accounts quickly.
What is not yet clear
The Justice Ministry will set the procedure and format of bank requests together with the Bank of Russia; that act is not yet in verified sources.
