Who is affected
All mobile and fixed-line subscribers in Russia.
Who is not affected
The law does not penalise subscribers and does not cover services bought abroad.
What changes
- An operator must suspend communication services at the FSB's demand in cases set by the president.
- The operator is not liable to the subscriber for such a shutdown.
What to do now
- Agree with people close to you in advance how to reach each other if mobile internet and calls go down.
- Keep key numbers and addresses on paper.
What is not yet clear
The cases for shutdowns are set by presidential acts; whether such an act has been issued, and what it says, has not been verified officially.
