Who is affected
Media, online platforms, advertising, film, schools and users in Kazakhstan who publicly spread information that, in the law's words, 'propagandises' non-traditional orientation or paedophilia.
Who is not affected
The law itself sets no fines or detention for individuals: it amends laws on media, advertising, communications, online platforms, children's rights and others. Any penalty comes from other rules.
What changes
- It defines 'propaganda of non-traditional sexual orientation': public spreading of information 'to form a positive public opinion'.
- Such information is banned in media, advertising, on online platforms and in film, and is classed as harmful to children.
- 13 laws are amended, including on media, advertising, communications and online platforms, which allows access to such content to be restricted.
