Who is affected
People and organisations in Belarus whose bank and other data the State Control Committee and financial investigation bodies may request, and people suspected of financing 'extremist' activity (for example, donations).
Who is not affected
The law is mainly about the structure and powers of the State Control Committee; it adds no new penalties for individuals.
What changes
- The Committee may request from banks information on operations, accounts and deposits of organisations and individuals, including bank secrecy data.
- Financial investigation bodies are tasked with detecting and stopping the financing of 'extremist' and terrorist activity.
- Financial investigation bodies are classed as paramilitary organisations and part of the national security forces.
What to do now
- If you are in Belarus or use Belarusian accounts, assume transfers and donations can be checked.
- Discuss questions about donations to 'extremist' organisations with a lawyer.
What is not yet clear
The exact in-force dates (24 or 25 July 2026, 24 or 25 January 2027) are not named in the law; we count from publication. How the new powers will be used against individuals is not yet visible.
