New law: 'temporary restrictive measures' against people abroad who do not pay a fine or serve a sentence
For what: An unpaid fine under 19.34, 20.3.2, 20.3.3, 20.3.4, 20.33 (or 19.5 part 42), or an unserved sentence, for a person abroad. Three conditions: a final decision, and the Ministry of Justice confirming evasion and presence abroad. Separately, since 1 Sep 2026 Law 168-FZ expressly allows cases under these and other CAO articles for acts abroad, and freezing property in Russia as soon as a protocol is drawn up.
Penalty: Not an offence but new consequences (in force from 4 Aug 2026). It covers people abroad who evade a criminal sentence or a fine under CAO arts. 19.34, 20.3.2, 20.3.3, 20.3.4, 20.33 (and 19.5 part 42). The Ministry of Justice keeps a public list. Measures: freezing of money and property, no banking apps for transfers, no loans or online state services, restricted consular and notary acts (per OVD-Info, a consulate will not issue a passport), no transactions by power of attorney, cancelled e-signature, no registering as sole trader or self-employed, no registering property or vehicles, limits on driving. Payments only to a special account. Measures are lifted once the penalty starts being served, on return to Russia or if the decision is quashed.
Practice and how people are found
As of 26 Aug 2026 the Ministry of Justice list was in test mode with no real people on it (Garant). OVD-Info: the law does not automatically cover everyone who left or everyone posting criticism; it will probably also be applied to older decisions; a paid fine may help avoid these measures. Human rights groups advise getting a second passport, not keeping money in Russian accounts and settling property matters in advance.
We found no real cases of application by the end of September 2026.
